Malta has introduced important reforms to its labour migration framework, making pre-arrival preparation mandatory for third-country nationals coming to work in Malta for the first time.
Last year, we announced the launch of the Pre-Departure Course, which opened for registration on 5th of January 2026, together with confirmation that Identità Malta would begin requesting proof of completion as part of the single permit application process starting from 1st March 2026. Since then, further information has been published by Identità Malta and the Human Rights and Skills Pass authorities, providing greater clarity on the course structure, costs, and sector-specific obligations.
Who Must Complete the Pre-Departure Course
The Pre-Departure Course is mandatory for all third-country nationals who meet both of the following criteria:
- They are applying for a Single Work Permit in Malta
- They are entering Malta for the first time for employment purposes
From 1 March 2026, Identità Malta will only process single permit applications that include a valid Pre-Departure Course certificate as part of the official checklist.

What Is the Pre-Departure Course
The Pre-Departure Course is an online training programme designed to prepare non-EU nationals for living and working in Malta. It focuses on integration, legal awareness, and employment standards.
Course Modules
The programme consists of two compulsory modules:
- Living and Working in Malta
Covers everyday life, integration, local laws, public services, and cultural expectations. - Rights and Obligations at the Workplace
Focuses on employment conditions, labour law, employer responsibilities, and worker protections under Maltese legislation.
Each module includes an assessment to confirm understanding.
Interview Requirement
After completing the online modules, applicants must book and attend a mandatory live online interview of approximately 20 minutes (world-wide location available). The interview assesses:
- Basic English language comprehension
- Understanding of the course material
Applicants are given a 42-day window to complete all components of the course.
Cost of the Pre-Departure Course
Pre-departure course costs €250 and its payable online via the Skills Pass platform. Upon successful completion, applicants receive a certificate that must be uploaded as part of the Single Permit application submitted to Identità Malta.
How to Apply for the Pre-Departure Course
Applicants are required to follow these steps:
- Register on the official Skills Pass platform (fill in personal details, attach scan of travel document)
- After successful registration, you can select the course (part 1) and pay the €250 course fee
- Complete both online modules and assessments
- Book and attend the live online interview
- Download the Certificate of Completion
- Upload the certificate with the Single Permit application
- Proceed on Part 2 (Skills Pass) – if your position is Tourism & Hospitality

Additional Requirement for Tourism and Hospitality Roles
For third-country nationals applying for tourism and hospitality-related positions, such as restaurant chefs, waiters, kitchen staff, and hotel employees, an additional Skills Pass requirement applies.
This requirement is sector specific and does not apply to all industries.
Skills Pass Costs for Hospitality Roles
For applicants applying from outside Malta, the following fees apply:
- €230 Skills Pass application fee
- €5 mandatory interview booking fee
These fees are separate from the Pre-Departure Course fee. Applicants must complete the pre-departure part first and then start with the Skills Pass if necessary.
