The Malta Business Registry (MBR) has introduced significant changes to its online system. From 1er août 2025, anyone wishing to carry out a Company Search on the BAROS portal must first log in.
Previously, these searches could be carried out anonymously. This made it quick and simple to check company details in Malta, but it also raised questions about accountability and security.
Login Options:
Malta Government CORP Account
Malta e-ID
eIDAS (for EU users)
Non-EU Login
This new step makes the process slightly less convenient but improves security and ensures responsible use of company data. Importantly, company searches remain gratuit.
Why the Change?
The move is part of Malta’s efforts to align with EU standards on transparency and anti-money laundering (AML). Across Europe, pressure has been increasing to strengthen control of corporate data.
- Track who is accessing company information.
- Prevent misuse of the registry.
- Increase accountability while keeping access free.
For expats and professionals in Malta, this means an extra step for due diligence, but the process remains straightforward once login access is set up.
Updates to Beneficial Ownership Rules
Sur 10 July 2025, Legal Notice 127 of 2025 came into effect, updating Malta’s rules on Beneficial Ownership (BO) in line with the EU’s 6th Anti-Money Laundering Directive (AMLD6).
- The BO register now covers entities created through cross-border mergers, conversions, and divisions.
- Certain partnerships, such as general partners in limited partnerships, are now considered shareholders for BO purposes.
- New BO forms must be used immediately and require disclosure of all nationalities of each beneficial owner. Old forms are no longer valid.
Access to BO information is still restricted to those with a legitimate interest (e.g. journalists, NGOs, regulated professionals). Shareholder details remain publicly visible.
Digital-First Submissions
De 1er septembre 2025, certain statutory filings and notifications will only be accepted through the BAROS portal. Paper or email submissions will no longer be allowed for these.
This includes:
- Notifications of company officers (appointments, resignations, changes)
- Changes in shareholding or company capital
- Certain statutory filings and annual returns
- Updates to beneficial ownership records
For expats and investors, this means getting comfortable with BAROS early. Using the system is straightforward once you’re logged in, and it helps ensure filings are secure, accurate, and compliant with Malta’s digital-first approach.
What You Should Do?
Checklist: How to Prepare for the New MBR System
- Set up your login now: CORP, Malta e-ID, eIDAS, or Non-EU.
- Declare all nationalities for each beneficial owner.
- Switch to the new BO forms: older versions are invalid.
- Plan for digital-only filings: certain submissions via BAROS from 1 Sept 2025.
- Legitimate interest requests for BO data: prepare ID and a short rationale; follow MBR guidance.
- Stay compliant: review records and deadlines to avoid penalties.
Why This Matters for Expats and Investors
For many expats, the MBR is the first stop when checking a business partner, potential employer, or even a landlord. Previously, this could be done instantly. Now, login access is required, but the process remains simple once credentials are in place.
For investors and entrepreneurs, the BO changes are equally important. More detailed reporting is now mandatory, which improves transparency and strengthens Malta’s compliance with EU standards.
