The measure forms part of Malta’s ongoing efforts to support low and middle-income households facing increased living expenses.

What Is the Additional Cost-of-Living Benefit?

The Additional Cost-of-Living Benefit was introduced to complement Malta’s traditional Cost of Living Adjustment (COLA) mechanism.

While the standard COLA increase is based on the spending patterns of the average household, the additional benefit takes into account the reality that lower-income families and pensioners often spend a larger proportion of their income on essentials such as food, utilities, and healthcare.

The benefit is non-taxable and is paid in two instalments each year. For 2026, payments are being distributed in December 2025 and June 2026.

More Than €56 Million Invested in 2026

According to figures released by the Ministry for Social Policy and Children’s Rights, the Government is investing approximately €56 million through the Additional Cost-of-Living Benefit during 2026. The second payment alone represents an investment of around €28 million and includes over 1,300 households that successfully applied for inclusion after the automatic assessment process.

The scheme has expanded significantly since its introduction and now supports a much wider group of households than those traditionally classified as being at risk of poverty.

Wer ist qualifiziert?

Eligibility is determined using household income adjusted for family composition, based on the national equivalised median income published by Malta’s National Statistics Office.

For 2026, examples of qualifying income thresholds include:

Household Composition

Maximum Income Threshold

Single person

€20,430

Two-person household

€30,645

Three-person household

€36,773

Four-person household

€42,901

Five-person household

€53,116

The benefit therefore extends beyond vulnerable households and includes many middle-income families whose earnings remain below the national median threshold.

How Much Can Families Receive?

Annual payments range from approximately €200 to €1,500, depending on:

Household income

Family size

The difference between the household’s income level and the national poverty threshold

In general, lower-income households and larger families receive higher levels of support.

What to Do If You Believe You Qualify but Have Not Received the Payment

If you believe you meet the eligibility criteria for Malta’s Additional Cost of Living Benefit but have not received your payment, it is advisable to contact the Department of Social Security for clarification. Eligibility is assessed using information available to the authorities, including household composition and declared income, and discrepancies in records can sometimes affect entitlement.

Residents may also wish to review any correspondence received from the Department of Social Security and ensure that their personal details are up to date. In certain circumstances, individuals may be required to submit additional information or apply for a reassessment of their eligibility.

Further information can be obtained through the Department of Social Security’s customer support services or by visiting the nearest social security office.

Why This Matters for Residents and Expats

Although Malta continues to maintain relatively stable energy prices compared to many European countries, inflation and rising living costs continue to affect household budgets.

For residents, including many expatriate families who have established tax and social security ties in Malta, understanding available benefits can form an important part of financial planning. While eligibility is primarily determined through social security and tax records, individuals should ensure that their information is correctly registered with the relevant authorities.

The continuation of the Additional Cost-of-Living Benefit also reflects Malta’s broader policy approach of combining COLA increases with targeted support for households that are more heavily affected by inflation.

As living costs remain a key concern for households across Malta, the Government has confirmed that the second…
[3

post-13141","post","type-post","status-publish","format-standard","has-post-thumbnail","category-lifestyle","cs-entry","cs-video-wrap
["GET
